1 tbsp soy sauce (plus 2 tbsp for sauce)
1 tbsp oyster sauce (plus 1 tbsp for sauce)
1 tsp cornstarch (plus 1 tsp for sauce)
1 tbsp rice vinegar
1 tsp sugar
¼ cup water
1 tsp coarse black pepper
2 cloves garlic, minced
1 tsp ginger, grated
1 red bell pepper, sliced
1 green bell pepper, sliced
